WhatsApp Business app vs API

WhatsApp Business app vs API for a small business: what each costs and who it suits

The app is free and runs on your phone. The API is paid, runs through software, and Meta built it for bigger teams. Here's how they differ, from Meta's own pages.

The short version

Stay on the WhatsApp Business app if one or two people answer from one phone and most chats start with the customer. Move to the WhatsApp Business API if many people answer one number, you send hundreds of updates a day, or you need WhatsApp joined to your other software.

Who should pick which

Stay on the app if

  • One or two people answer the chats, from one phone and a few linked devices
  • Most chats start with a customer writing to you
  • You send offers to a short list of customers who asked for them

Move to the API if

  • More than a few people need to answer the same number at once
  • You send hundreds of reminders, order updates or one-time codes a day
  • You want WhatsApp joined to your booking system, shop or customer records

Where each one is strong

The app costs nothing and needs no set-up beyond your number. Meta's features page lists greeting and away messages, quick replies, labels, a catalogue and broadcasts, and Meta Business Agent can answer customers inside the app. A Meta Verified business can link up to 10 devices and agents. For a shop or clinic where one or two people answer, that covers a lot.

The API is built for volume. Teams can answer at scale through software, messages can go to your other systems, and Meta's partners handle the set-up with little or no code. It's the only route to an Official Business Account. If your team is big, or you send reminders by the hundred, the API fits.

The three differences that matter

Who answers

On the app, your main phone answers, plus up to four linked devices. WhatsApp's help centre says those devices log out if the phone goes unused for over 14 days. On the API there's no app at all, unless you use coexistence: your team answers through a vendor's inbox or your own software, as many people as it allows.

Who you can message first

On the API, a customer who writes in opens a 24-hour customer service window. Outside it, Meta's documentation says templates are the only type of message you can send. A new business portfolio can send to 250 people a day outside that window, and the limit rises from there. On the app you type the message yourself.

What it costs

Meta's FAQ says the app is free to use. The API is charged per message: as of November 2026, Meta's rate card for Singapore numbers lists SGD 0.0937 for a marketing message and SGD 0.0205 for a utility, authentication or service message. Each number gets 1,000 service messages a month at no charge. Meta's FAQ adds that partners may charge their own fees on top.

Moving from the app to the API, in three steps

  1. Set up a business portfolio in Meta Business Suite. Meta says you can't use the API without one.
  2. Pick a partner and go through their signup, or connect directly if you have developers.
  3. Bring your number. Meta won't register a number that's in use with WhatsApp unless it's deleted first. The other way is coexistence, where a partner connects your app number and the app keeps working.

Coexistence keeps both sides. Meta says you can still send one-to-one from the app, your chat history stays in sync, and messages from the app stay free. Numbers on both are capped at 20 messages a second.

A third route: an AI agent on the app you already use

Some tools link to your WhatsApp the way WhatsApp Web does, with no API at all. Palby AI Agent, which we make, works this way. Your number links by QR code through a third-party service called Green API. It isn't the WhatsApp Business API, and we aren't one of Meta's partners.

An AI agent then answers your enquiries in your words, books the slot and hands the hot ones to a person in a team inbox. It can't send Meta's templates, buttons or lists, though, and it can't get you an Official Business Account. WhatsApp's help centre also warns that linking through unofficial apps "may put your account at risk", which is why the agent paces every message it starts, and why you should read how our numbers link and send before you choose it.
